Our Obstetrics Gynecology practice at MedStar Franklin Square offers a multidisciplinary team approach, state-of-the-art technology, personalized, and compassionate care, in one accessible and convenient location. Whether you need routine gynecological and obstetrical care or advanced surgical techniques, Dr. Matlaga and her staff are fully equipped to meet the unique needs of women of all ages. Our full range of services includes:

  • Annual exams and pap smears - Our physicians offer routine annual exams and pap smears in a comforting care setting.
  • Adolescent care - Young women may have many questions about their menstrual cycle and their changing bodies. Schedule your first gynecological appointment with our physicians.
  • Family planning - Our physicians are experienced in providing information, counseling, and pregnancy planning to couples, and we can help you move ahead with your plans to expand your family.
  • Genetic counseling - Genetic counseling helps identify the risk of having a baby with birth defects, mental retardation, or an inherited disease. A genetic counselor will discuss tests that are available to you and your baby if any risks have been identified.
  • Infertility treatment - We offer assisted reproductive technologies (ART) to couples who have been unable to become pregnant after one year of unprotected, well-timed intercourse or unable to carry a pregnancy that results in a live birth.
  • Laparoscopic surgery -  Minimally-invasive laparoscopic and robot-assisted procedures are available.
  • Midwifery services - Our certified midwives are dedicated to providing wellness services, from routine gynecological care to pregnancy appointments. Midwives also manage labor and delivery for patients who choose them as providers.
  • Routine and high-risk obstetrical care - Our physicians offer extra support for women with high-risk pregnancies. Prenatal evaluation and care services include reproductive genetics counseling and fetal diagnosis.
  • Treatment for menopause - Our physicians offer suggestions to help with symptoms related to menopause, bone health, nutrition and fitness, and important screenings for this time of your life.

Leigh Matlaga, MD
Ob/Gyn

Leigh Matlaga, MD, is a women's health specialist with more than nine years of experience. She specializes in obstetrics and gynecological medicine for women in adolescence to post-menopause. Named Baltimore magazine's Top Doc in Obstetrics in 2012, Dr. Matlaga has extensive experience in high-risk obstetrics and minimally invasive surgery including laparoscopic and robotic surgery. She has been practicing in the greater Baltimore area since 2006.

Because Dr. Matlaga is bilingual in English and Spanish, patients from a variety of backgrounds enjoy having her as their physician.

Dr. Matlaga completed her undergraduate studies at Dartmouth College in New Hampshire and received her medical degree from Yale University. Upon completing her residency at Duke University, she held a position as assistant professor with the Department of Obstetrics and Gynecology at Indiana University School of Medicine.

Mimi Novello

Vice President of Medical Affairs, Chief Medical Officer, & Chief Medical Information Officer

mimi-novelloMimi Novello, MD, MBA, FACEP, serves as Vice President of Medical Affairs, Chief Medical Officer and Chief Medical Information Officer at MedStar Franklin Square Medical Center.

In this role, Dr. Novello oversees quality, safety and risk management, clinical process improvement, programmatic growth, physician strategic development, Graduate Medical Education and Continuing Medical Education at the institutional level, and medical staff relations for the hospital. She also assists as a liaison between Senior Management Team, hospital presidents, board of directors, medical staff officers and members, and department chairs.

Dr. Novello was recently named director of Medical Staff Operations, where she was responsible for enhancing the physician orientation and on-boarding processes, assisting in compliance with physician documentation and medical record policies, supporting the department chairs in their physician performance evaluation processes, as well as other Medical Staff activities.

Dr. Novello will continue in the key position of chief medical information officer, as the physician lead for ICD-10 coding implementation, working with department chairs and other physician leaders in ensuring appropriate and timely documentation and transitioning our focus from the implementation of electronic medical documentation to using these clinical information systems in driving improvements in clinical performance, quality, and safety.

Since 2009, Dr. Novello has been an attending physician in the Emergency Department at MedStar Franklin Square. She will continue to see patients in the Emergency Department.

A member of numerous professional healthcare organizations, she is currently a member of the American College of Emergency Physicians, the American College of Physicians Executives, the Association of Medical Directors of Information Systems, the National Hispanic Medical Association, and the American College of Healthcare Executives.

Dr. Novello is also involved in a number of committees, including a member of Chesapeake Regional Information System for our Patients (CRISP) Clinical Advisory Group, a member of the Maryland State Telemedicine Clinical Advisory Group task force, a member of MedStar corporate informatics governance and workgroup committees, co-chair of MedStar Franklin Square’s Informatics Governance Committee, chair of the local pharmacy/ provider/ nursing workgroup, co-chair of the MedStar Franklin Square Meaningful Use Committee, and physician chair of the High Reliability Organization Implementation Program.

David J. Perry, MD

Chief, Radiation Oncology, Medical Director, CyberKnife Program

David Perry, MD, is chief and medical director of the Radiation Oncology Center at at MedStar Franklin Square and the CyberKnife Program. He is board certified in radiation oncology and is credentialed in the use of CyberKnife.

Dr. Perry completed his residency at the Karmanos Cancer Institute in Detroit, Michigan and completed a fellowship at the Memorial Sloan-Kettering Cancer Center in New York. He has presented at many national and international meetings, and is a member of several professional societies including The American Society for Therapeutic Radiology and Oncology, The American Brachytherapy Society, and the CyberKnife Society.

Kamila Nowak Choi, MD

Radiation Oncologist

Dr. Nowak Choi did her medical training at Thomas Jefferson University and completed her residency in radiation oncology at Thomas Jefferson University’s Bodine Center for Radiation Therapy. She has been trained in CyberKnife Radiosurgery and brachytherapy. She is a member of the American Society for Radiation Oncology and the American Society for Clinical Oncology. She participates in clinical trials and is presently a co-investigator looking at the use of Telehealth in radiation oncology.

Kelly Orwat, MD

Radiation Oncologist

Dr. Orwat received her medical degree from the Medical University of South Carolina where she also completed her residency in radiation oncology. She is a member of the American Society of Radiation Oncology and the American Society of Clinical Oncology. She also has experience in the use of stereotactic radiosurgery and brachytherapy.

Linda J. Hall, RTT

Chief CyberKnife Therapist

Linda Hall is the chief radiation oncology therapist for the CyberKnife Center at MedStar Franklin Square. She is board certified in radiology and in radiation oncology by the American Registry of Radiologic Technologists.

Hall completed a residency program in radiation oncology at the University of Maryland Hospital. She has more than 20 years of experience working with cancer patients.

James Rodgers SM

James E. Rodgers, PhD

Director of CyberKnife Physics

James Rodgers is certified by the American Board of Radiology in Therapeutic Radiological Physics and is a fellow of the American Association of Physicists in Medicine. Before joining The CyberKnife Center at MedStar Franklin Square, Dr. Rodgers was lead physicist for the CyberKnife stereotactic radiosurgery program at MedStar Georgetown University Hospital.

Dr. Rodgers served for 25 years as associate professor of radiation medicine and chief of medical physics at Georgetown University's School of Medicine. He has published more than 50 peer-reviewed articles and more than 70 abstracts and presentations in the fields of medical and health physics. He is an invited speaker at national and international meetings. He earned his doctorate in physics at the University of California at Riverside and trained in medical physics at Tufts New England Medical Center under a National Cancer Institute postdoctoral fellowship.

CyberKnife Center Coordinator

Linda Stark is the clinical program coordinator for the CyberKnife Center at MedStar Franklin Square. She is a board-certified physician assistant and has worked with cancer patients and their families for more than 20 years.

Ms. Stark was awarded an AA degree from Essex Community College where she was a member of Phi Theta Kappa honor society. As clinical program coordinator, she helps patients by scheduling their CyberKnife appointments and by answering questions about their treatment.

Dr. Medley is a board-certified pediatrician who graduated from the George Washington University School of Medicine in Washington D.C. She completed her residency at the University of Maryland Medical System where she served as Chief Pediatric Resident for two years. Dr. Medley is a member of the American Academy of Pediatricians and a recipient of numerous honors and awards. She is passionate about volunteering and educating the community.

After attending medical school at Penn State University, Dr. Bhagtani completed her pediatrics residency at Thomas Jefferson University and Al duPont Hospital for Children. She is board certified in pediatrics. Her interests are in early childhood literacy and asthma education. As part of these, she coordinates the Reach Out and Read Program and Asthma Fair.

A general pediatrician and subspecialist board certified in developmental-behavioral pediatrics, Dr. Howard received a medical doctorate from The Johns Hopkins University School of Medicine and her pediatric training at Boston's Children's Medical Center where she had fellowship training in child development. She is co-director of the Center for Promotion of Child Development through Primary Care.

Board certified in developmental-behavioral pediatrics and general pediatrics, Dr. Sturner received fellowship training in developmental-behavioral pediatrics at Yale University. He is an associate professor of Pediatrics at The Johns Hopkins University School of Medicine and co-director of the Center for Promotion of Child Development through Primary Care. Dr. Sturner was previously the director of the Child Development Unit at Duke University.

Caren Groveman, CRNP

Caren Groveman is a board certified Pediatric Nurse Practitioner.  She received her Bachelor of Science, Master of Science and Pediatric Nurse Practitioner degrees at Johns Hopkins University School of Nursing. She also holds a Bachelor’s Degree in Biology from the University of Maryland.  Ms. Groveman has extensive clinical experience in pediatric primary care. She is an active member of the National Association of Pediatric Nurse Practitioners and has interests in nutrition and promoting immunizations.

Mrs. Singh is a nurse practitioner specializing in pediatric medicine. She is a graduate of the Johns Hopkins School of Nursing where she obtained her Bachelor of Science, Master of Science and Pediatric Nurse Practitioner degrees. Mrs. Singh has extensive clinical experience in treating pediatric cases both in the United States and internationally. Mrs. Singh also holds a Bachelor of Science in Psychology from Utah Valley University, a certification as an Emergency Medical Technician and has experience and interest in adolescent medicine and domestic violence.

Jessica Nooralian, MD

Jessica Nooralian, MD, earned her medical degree at the University of Maryland School of Medicine, and completed a pediatrics residency program at the  University of Maryland Medical Center. Throughout her training, Dr. Nooralian led and contributed to numerous medical research efforts in the Baltimore area. Most recently, she served as the lead researcher  for a study initiated by MedStar Franklin Square Medical Center, focused on how the Baby Friendly Initiative impacts full-term, healthy infants.  Dr. Nooralian is certified in Pediatric Advanced Life Support and Neonatal Resuscitation by the American Heart Association and the American Academy of Pediatrics. She is a member of the American Academy of Pediatrics and the American Medical Association.

In growing children, injuries and medical problems in the bones, muscles, ligaments, tendons, and joints often are quite different from conditions more commonly seen in older patients. The National Center for Bone and Soft Tissue Tumors at MedStar Franklin Square Medical Center offers compassionate, multidisciplinary care for children, adolescents, and adults with primary bone and soft tissue tumors, both benign and malignant, as well as metastatic disease. Our comprehensive approach to treating these rare tumors incorporates every resource we have to ensure our patients receive the best treatment available. Working with patients, their families, and referring physicians, our dedicated specialists provide expert guidance and support throughout the diagnosis and treatment process.

Patients benefit from the latest advances in medical and surgical treatments for bone and soft tissue tumors. This includes minimally invasive diagnostic biopsies and the revolutionary CyberKnife®, to target tumors that were previously inoperable. Limb-sparing surgery is utilized for most bone and soft tissue cancers, using advanced techniques to avoid the need for amputation.

Treatment plans are coordinated by a team that brings together orthopaedic oncology surgeons, radiation oncologists, medical oncologists, pathologists, radiologists, and physician assistants with specific oncology training. These medical and surgical experts collaborate to develop plans that are individually designed for each patient. MedStar Health outpatient chemotherapy centers provide a welcoming environment. We want to hear how your day is going and meet your family. Our registered nurses continue their education to earn national certification in oncology nursing, which requires years of specialized study. Our nurses are proactive to help cancer patients avoid complications and discomfort from symptoms. Nurse practitioners or physician assistants have a direct line to physicians and are licensed to prescribe medications. During your treatment sessions, it's unlikely that you will have to ask for anything. From our nursing staff to our pharmacists to our multifunctional techs and our receptionists, we take pride in seeing that you are comfortable and well taken care of.

Dr. Kurian is a medical oncologist and hematologist board certified in internal medicine, medical oncology and hematology. Fellowship-trained, Dr. Kurian's clinical interests include colon and gastrointestinal cancers, breast cancer, lymphoma, thrombosis, and lung cancer. A member of professional organizations that include the American Society of Clinical Oncology and the American Society of Hematology, Dr. Kurian also serves as a reviewer for several prestigious medical journals. She is proficient in Hindi, Malayalam, Punjabi and Gujarati.

Dr. Ottaviano is chief of medical oncology and director of breast oncology. Board certified, Dr. Ottaviano is fellowship-trained with more than 20 years of experience treating all types of cancer. Her clinical interests include breast cancer prevention and treatment, and genetic risk assessments. A member of the American Society of Clinical Oncology, Dr. Ottaviano serves as principle investigator for many of the breast cancer clinical trials at the hospital --research that provides patients access to cutting edge therapies not available elsewhere.

Dr. Rao is chief of Hematology/Thoracic Oncology. She is a medical oncologist board certified in hematology and medical oncology, as well as internal medicine. Fellowship-trained, Dr. Rao is experienced in treating a wide range of cancers. Her clinical interests include lung cancer and breast disease. As a member of the American Society of Clinical Oncology, Dr. Rao is a strong proponent of clinical trials. Dr. Rao is fluent in Hindi, as well as English.

Dr. Perry, a board-certified radiation oncologist, is chief of radiation oncology and medical director of the CyberKnife program . Dr. Perry is one of just a handful of physicians in the region certified in the use of CyberKnife, a state-of-the-art technology that makes it possible to treat inoperable or surgically difficult tumors safely and painlessly without an incision. He also has extensive clinical training in the use of brachytherapy and Intensity-modulated radiation therapy (IMRT) to treat cancer and noncancerous tumors. He specializes in the treatment of gynecologic, prostate, lung, head and neck, genitourinary and gastrointestinal cancers as well as sarcomas.

Dr. Nowak Choi did her medical training at Thomas Jefferson University and completed her residency in radiation oncology at Thomas Jefferson University’s Bodine Center for Radiation Therapy. She has been trained in CyberKnife Radiosurgery and brachytherapy. She is a member of the American Society for Radiation Oncology and the American Society for Clinical Oncology. She participates in clinical trials and is presently a co-investigator looking at the use of Telehealth in radiation oncology.

Ms. Kuchinsky has been consulting with patients and their families regarding genetic health concerns for more than 10 years. She conducts cancer risk assessments for patients and families with a personal and/or family history of cancer, as well as genetic testing if the likelihood of a cancer genetic syndrome is high.
